Why This Seat Matters

The Utah House of Representatives shapes state law on everything from education funding to tax policy to the rules governing how communities grow. District 17 sits in Davis County, one of Utah’s most active and fast-growing communities, and the seat is open in a three-way Republican primary on June 23, 2026. Whoever wins will carry Davis County’s voice to the Capitol — and the decisions made there touch every family in the district.

 

Meet Lili

Lili Bitner is Davis County through and through. She grew up here, graduated from Layton High, went on to Weber State University, and never left. She and her husband, John, chose to build their life and raise their family in the same community that shaped her. That’s not background noise. It’s the foundation of why she’s running. For nearly three decades, she’s invested in this community in ways that don’t come with a title. She’s volunteered with the Davis County Medical Alliance, supported the Davis County Women’s Shelter, spent 14 years serving in local schools, and worked alongside neighbors through the Davis County Interfaith Council. She’s also been a consistent presence in the Republican Party, doing the organizational work that keeps a community engaged. None of it was for a résumé. It’s what she does.

Now she’s ready to take that same commitment to the Capitol. Her case is straightforward: Davis County deserves a representative who actually knows the community, shares its values, and has spent a lifetime proving it.

 

What She’s Running On

Fiscal Responsibility — Lili believes government should live within its means and that taxpayers deserve accountability for every dollar spent. She’s focused on results-driven leadership that keeps spending disciplined and directed toward what actually matters to Davis County families — not on expanding government for its own sake.

Limited Government — Her governing philosophy starts with a basic question: is this the government’s job? She believes in protecting individual freedoms, keeping decisions as close to home as possible, and resisting the tendency of government to grow into spaces where it doesn’t belong.

Strong Education — After 14 years serving in Davis County schools, she understands the system from the inside — what families actually need, where the gaps are, and where the state can do better. She wants parents empowered and teachers supported.

Protecting Constitutional Freedoms — Lili is a committed defender of the rights Utahns hold dear, and she believes the legislature’s job is to protect those freedoms, not erode them. A conservative majority in the House only means something when the people filling those seats are actually willing to hold the line. She will be.

 

The Field

Lili Bitner won 85% of the delegate vote at the Davis County convention, claiming the Republican nomination — though a primary will still be held because her opponent collected signatures. Her roots in the district run deeper than almost anyone in the race — nearly 30 years of community investment isn't a talking point, it's a verifiable record of showing up. She brings a collaborative approach and the kind of integrity that earns trust over time, not just during campaign season. That's why we're proud to endorse her.
