Why This Seat Matters

The Utah County Commission oversees one of the fastest-growing counties in the state, managing a budget, coordinating with cities and state agencies, and making decisions that shape how hundreds of thousands of residents live, commute, and access public safety. Seat B is an open seat — the previous commissioner is not running again — which means Utah County voters will choose someone entirely new to fill that role. With a crowded field of candidates, the April 18, 2026 election is the first step in determining who is up to the job.

 

Meet Carolina

Carolina Herrin’s commitment to service is the kind that shows up in what you actually do, not just what you say. She became a U.S. citizen in 2003 while her husband Tom was deployed in the Army. She immediately registered as a Republican and cast her first vote in 2004. She and Tom have been married for 29 years. He’s a combat veteran and has served as a Sheriff’s Deputy for more than two decades. Together they’ve raised three daughters — two of whom are now firefighters, and one who recently graduated from UVU. This is a family that understands what public service actually costs and what it’s worth.

Carolina’s professional career spans law enforcement and government at every level. She’s worked at Draper Prison, Adult Probation and Parole, the Utah Highway Patrol, the State Bureau of Investigations, and the Major Crimes Task Force alongside the Attorney General’s Office, and has partnered with Homeland Security Investigations and Immigration and Customs Enforcement. She’s received multiple awards from local and national law enforcement agencies. She’s trilingual — fluent in English, Portuguese, and Spanish.

More recently, she served as Senior Policy Advisor to a Utah County Commissioner, developing firsthand knowledge of county budget, code, and governance. She now serves as Legislative Affairs Director for the Utah Department of Corrections, working daily with legislators and elected officials statewide. She’s also proven she can organize and win: she co-founded the political issues committee that helped defeat a $40M tax-increasing bond in Spanish Fork, and she sponsored the initiative to repeal Proposition 4, building a coalition that reached the signature threshold to get it done.

 

What She’s Running On

Fiscal Responsibility — Carolina’s commitment to lowering unnecessary spending and keeping taxes low is backed by a track record of doing exactly that. She helped organize the community effort that defeated a $40M tax-increasing bond. She understands the county budget from her time as a policy advisor, and she knows how to push back when government overreaches.

Public Safety — With a law enforcement career spanning multiple agencies and a husband who has been a Sheriff’s Deputy for over 20 years, Carolina brings real credibility on public safety. She will be a consistent advocate for law enforcement and first responders on the Commission.

Infrastructure and Intergovernmental Advocacy — Traffic and infrastructure are among Utah County’s most pressing challenges. Carolina is committed to doing the unglamorous but essential work of coordinating with cities, MAG, UDOT, and the legislature to drive real progress.

Transparency and Conservative Values — Carolina’s vision for the Commission is straightforward: be present, communicate clearly, and keep Utah County the strongest conservative county in the state. That means partnering with county departments, staying accessible to constituents, and bringing accountability she practiced throughout a career in public service.

Carolina Herrin earned 47.95% of the delegate vote at the Utah County convention, advancing to the June 23, 2026 Republican primary. The race for Commission Seat B remains competitive, and Carolina’s combination of law enforcement experience, legislative expertise, and a proven track record on conservative priorities makes her the standout candidate.
