House District 14 covers Clearfield and surrounding Davis County communities — places where families are feeling the pressure of rising costs, overcrowded schools, and a legislature that sometimes seems more interested in political fights than practical results. This seat needs someone with real local roots and the policy background to get things done. The wrong kind of representation means more noise; the right kind means real stability for Davis County families.

 

Meet Kara

Kara Toone has called Davis County home since 2003, raising four children in Clearfield alongside her husband Logan. She didn’t set out to run for office — it took a moment that changed her mind. About ten years ago, she reached out to a policymaker with a sincere concern and got a dismissive, misspelled response back. Her reaction wasn’t frustration. It was a quiet voice telling her: you’re somebody. Get up and do something about it.

So she did. Though she hadn’t been in the workforce for over a decade, she spent two years earning a Master’s degree in Public Policy — specifically to be a prepared, qualified public servant. Today she serves as Executive Director of the Davis Education Foundation, with a long record of involvement in local schools, community organizations, and Republican leadership. She didn’t stumble into this race; she built herself for it.

What drives Kara is straightforward: she believes Utah families deserve a representative who shows up ready to work, not ready to grandstand. She’s committed to the kind of steady, practical leadership that actually moves the needle on the issues families face every day.

 

What She’s Running On

Practical, Stable Leadership — Kara believes the legislature’s core job is to fund essential services responsibly, balance the budget, and deliver results for Utah families. With too many bills driven by political messaging rather than real solutions, she’s running to bring a steadier, more deliberate approach — less noise, more outcomes.

Affordability for Utah Families — Housing, food, healthcare, everyday necessities — the cost of living is squeezing families across Davis County. Kara is focused on policies that ease that burden, protect household budgets, and make it genuinely easier to live, work, and raise a family here.

Kara Toone did not secure the nomination at the Davis County convention, but she qualified for the June 23, 2026 Republican primary through the candidate petition process.
